The Arbiter (Also known as: Thel 'Vadam/Vadamee) is a character from the 2004 game Halo 2, though it was implied that he was present in the first game (Halo: Combat Evolved). He has also been seen in Halo 3 and Halo 5: Guardians, with one easter egg appearence in Halo: Infinite.
The Arbiter was once a Supreme Shipmaster, but after his failure to protect the first Ring from being destroyed (read: a prophet was interferring and released the Flood). He was downgraded to the title of Arbiter.
The Arbiter is a rank exclusive to Sangheilis/Elites, and while it used to be one the highest positions of power, it was tarnished after an Arbiter questioned one of the Prophets, and lost.
It is now used for Sangheilis who are disgraced, but still want to gain back some of their honor. They do this by basically participating in missions commonly considered sucidal.
Thel's first mission was to silence a 'heretic' who was saying that the prophets were lying to them (spoilers: that's actually true, as Thel later finds out.)
